He came earlier to HQ Vdming someone multiple times , and he comes back again provking me without even knowing him and then proceeds to harshly insulting me which violets the law of the city and can be sentenced to prison term, he didn't listen to demands when multiple guns aimed at his head and he didn't fear for his life and then eventually combat logged, he was gonna get arrested for :

- 2.26 Insubordination / Failure to Comply
