Just flew into the city for the first time after martial law went into affect. Saw a red car and wanted to make sure it wasn't from the newly terrorist org Bloods. It was and I waited for another on duty officer to come and assist me so we can arrest him for acts of terrorism. Seen here:

After that incident, the man decided to go back in the same car just with different clothing. Tried confronting him again but, he failed to do so even with 2 guns pointed at him. Seen here:
