William grew up in one of the poorest districts of SF but he was "lucky" as his grandma dies he inherited a lot of money in order that he can go to a proper school, afther he finished school he spent nearly 5 years in the US Army as a Marine. He went to iraq and fought for his country, at one mission he risked his own live in order to save that from his lieutenant. He also became addicted to drugs cos he had to watch horuble things. Afther his serving time he decided to go to the LSPD because he still wanted to serve the citicens of Los Santos. He worked himself up to the Rank of FTO, he invested so much time and effort in his job and didnt got rewarded kind of, that he decided to take over the part of rewarding.
