this guy was arresting me while he was getting shots and his fellow officers were fighting

In my defense I handcuffed him in short amount of time when I didn't hear gunshots and I am combat medic and Im allowed to heal when there is no direct gun shots at me and you can see in this POV that NG units provided cover and there wasnt any direct shooting at me.

Upon reviewing the evidence, I have decided to Deny this report.

During Cuffing and Healing there was no gunfire around.
While grabbing there was a single shot which was also taken care by the soldier behind,
You as a gangster raiding a Military base , are of high value and cannot be left in the middle to either run or die.
