I clearly gave demands there, you can hear me telling you guys to leave me, I was looking at the guy in front of me I heard that you took a gun out so I open fired before you guys. And I am allowed to mercy kill and finish you guys but you guys are not allowed since YOU guys as a LEO org need to arrest me after killing me and not finishing me. If I left you guys you guys would wait a lot of time either for EMS or having a bad dream.

As you pulled him over, he has enough reason to get in gunfight with you, demands are given but he did not give enough space and time for RP there, even if it's your fault to not take pre-actions to avoid this kind of incidents, demands are not given properly so he will get punishment for Fail RP.
There is no MK, criminals can finish you.
