you can see in the video i told him to stop running and he was running in the GZ and i gave him 5 sec but he still didnt stop in the rules it say you need to give someone 5 sec and if they dont listen you can kill them

As I can see from your video that guy could not hear you.
Also you are not allowed to kill people in GZ, you should to report him, so administrator made right decision
