A whole bunch of playboys had setup on the roofs in the zone 5 minutes before event starts.

And the spot they were on was a spot that was only accessible from inside the circle as the ladder is on the other side of the circle. Broke rule 1.5 and the rule that they were accessing inaccessible areas as technically, the roof was not accessible unless they enter the zone on foot from below and climb up.
