Finley was born to a family that lived in poverty and a bad area. Finley was born and raised in Edinburg but later migrated to sandy shores later on in life. His adoptive parents were ex mafia members and were on the run after defecting from them. After months of hiding the mafia found Finley's parents and offered a deal, to trade Finley for the massive debt the owe and put him to work in the gang...They had no choice but to comply.
During his time in the gang, he was given advanced weapons and driving training to out run the cops. After about 1 year of being in the gang, he was getting physically abused by the lower ranking mobsters and vowed that he would be stronger and stop getting bullied and fight his way up in ranks. After 10 years, he decided to defect from the gang and migrate to a new place to start fresh. He wasn't proud of the person he became in that year he killed several cops innocent civilians and many more...
The place he decided to go was Sandy Shores as most of the migrants were living there in the farms and he started working on the farms and usually he see SAHP there and wanted to become a part of that and one day he joined SAHP and started climbing the stairs but one day he got a offer from his best friend who became chief of police then he decided to Leave SAHP and start a new journey in LSPD and became Major of FTO.
Not only he was a killer but he is quite inventive too, being born with mild autism he became quite adapt to working with his hands and tinkering with electronics and chemicals and craft very useful devices which can help him in dangerous situations

- Due to his advanced weapons training in Mafia and his survival instincts, Finley has the ability to use any weapon allowed and any weapons picked off the road
- Due to his advanced driving training and knowledge of deserted area and evading smugglers in the desert, Finley has the ability to take 4 door vehicle's he drives off road
- During his free time he created a small camera which is attached to the eyes of Chicken he carry all time that records and uploads to a Private cloud server as soon he flies into the city.
- He can carry LSPD weapons while off duty as LEO aren't off duty anytime but he will log all the stuff in logs and only use it in any situation where crime is taking place.
