open fire on road whoever passing by no demands and killing, there is a guy who shoot ems on duty officer while she was working without warning from roof top

6.15 When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them.
Deathmatching (DM) - Killing another person without a sufficient roleplay reason (deathmatching) is not allowed
Car Ramming - Using a vehicle to crash into people or vehicles

Please provide the POV of the whole situation if possible or else I cannot assume that there was no RP reason behind this.

Also it would be maybe easier to see who shot an EMS worker.
