upon reviewing the evidence i have decided to deny this report

National Guard were confirmed to not be on the roof tops

however the following ID's will be punished individually

ID 78289 will be punished for Event Rule 1.14
ID 81954 will be punished for Event Rule 1.14

there were not enough Org members on the roof top for org responsibility​
