How is this RDM? There was clear RP. He knew we were robbing the ATM. RP was initiated with 20479. She gave him multiple warnings that it was a dangerous situation and more than enough time and hints for him to evacuate the area while we slowly swarmed him with cars. Cars were surrounding him, everyone was armed and he even attempted to ask if we were done with the robbery but then canceled it. Taunting was made with revving of the engine and honking of the horn. 108917 was unresponsive except by action.
