they both agreed to take items from GOV werehouse , and his friend took the guns , armors and balclava from the werehouse and sold it to his friend which is violating GR 6.3
he sold the items for his personal purposes
But as we can see in the POV ID "173701" may not be aware of what hes doing hes a new player and dont know that is a rule that he just broke
