He is FIB yes but he isnt ON duty, he isnt UC or a HC, meaning he cant be in plain clothes therefore he cant fullfil his duties as a LEO because he doesnt have the rank nor is he in a department which gives him the exception to do things OUTSIDE of UNIFORM.
