This is a complaint against event rules. At NG we had been warned to not loot the bodies right after we down them. So this rule should apply to gang members as well.
Here is a POV of few gang members looting right after they put some of us down

• IDs will receive a punishment for General 6.8
• The rule is you can't loot during a gunfight.
