They both broke Event rule 1.2 and when 41036 getting shot he just ran into gang HQ

Upon Reviewing the evidence I have decided to Accept this report.
ID 41036 will receive punishment for Event Rule 1.2(It is forbidden to kill/rob/kidnap/etc. before the event starts(10 minutes before), during and 5 minutes after) & Ghetto Rule 1.6(If a gangmember gets chased by cops/gangs, he cannot get back to his HQ for 5 minutes )
ID 25946 will receive punishment for Event Rule 1.2(It is forbidden to kill/rob/kidnap/etc. before the event starts(10 minutes before), during and 5 minutes after)
ID 41036 will receive punishment for Event Rule 1.2(It is forbidden to kill/rob/kidnap/etc. before the event starts(10 minutes before), during and 5 minutes after) & Ghetto Rule 1.6(If a gangmember gets chased by cops/gangs, he cannot get back to his HQ for 5 minutes )
