Upon reviewing the evidence, I have decided to Accept this report.
ID 3991 will receive the punishment for Gen Rule 6.15.
(ID 3991 Killed ID 99866 outside the ghetto but chased him from Ghetto so it was RP,
But ID 99496 had nothing to do with the chase but still got killed by ID 3991)
(When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. WARN)
ID 99866 will receive the punishment for Gen Rule 6.2.
(It is forbidden to leave the RP situation by refusing to continue the RP situation, not accepting / refusing first aid, leaving the game, AFK or entering in an interior and etc. WARN)
