The cats are an English mob family who moved to Los Santos after losing their turf in UK after a political power shift. They do not look for members actively but are willing to give shelter to anyone who needs it. The family was formed by Vova who was the leader of then know "Blood cats". The family's name was changed to Pvp cat after moving to LS. Even though Vova is the leader of the family he insists that all members should participate in making important decisions as this leads to the best answer as without its members the PVP Cats are just a name along with this he believes in hiding in plain sight as the one who stands out the most gets shot first
The cats have specific set of principles and moral that set them apart from others:
Loyalty is a must
Civilians are not to be harmed without reason
Respect is earned not given
Every member is treated equally
Anyone who has a history of being disloyal may not join
