Approved RDM outside DOC and shooting outside the circle by the LEOs

The event Taking over the prison started and I tried to go in but couldn't enter bcoz of 50 limit then I waited outside and out of no where the LEOs on the roof started shooting people outside waiting to get in the event and people waiting in the parking for their turn. After many admin reports no Admin showed up and they still fired till the event got over many people died in front of me and I was also almost about to die.
