Rejected General Rules for state 1.1/1.12 ID 102

As shown in pov id 102 failed to comply with id showing and ran when i asked to see id's
ID 102 also was opening and closing doors off duty to let criminals in. He is doing corruption without a bio, as i've checked and no bio got approved for id 102.

Upon reviewing evidence, I have decided to Deny this report.

Agreed with part he used his FIB powers to open doors
but It was clear glitch when his car entered even when DOC gate was closed.

About failure to Identify part, its clearly IC thing.

About them having guns in hand, I did not hear any demands.

If all of those people gave demands or shot,
all of them including ID 102 would have been punished for Green Zone 1.1​
