Id 18871 refused medical 4 times And the unknown id mercy killed but he was to far for me to see his id but im pretty sure its one of his buddies only because he stopped shooting once he killed the guy on the ground

ID 18871 will receive a punishment for stalling and failRP.
ID 48343 will receive a punishment for mercy killing.

Denying / not accepting medical treatment is failRP and stalling. Killing someone to avoid an RP situation is not allowed.​
