again the next day another PD officer run while am cuffed and being pulled by the arm.

Upon reviewing the evidence, I have decided to Accept this report
  • ID 3545 will receive a punishment for Rules for state 1.16
  • 1.16 Running with a person while he is handcuffed is forbidden
