Charlie Pickins was born and raised in the hills of Appalachia in a holler not far from Charleston. His father was a coal miner and his mother raised him and six other siblings in a 3 room shack heated with an old wood stove. It was a hard life in the early days, something that Charlie grew to resent. His parents were hard working people but seemed to have little to show for it. When he went to charleston once a week with the family to buy groceries he would always see really fancy cars. He wondered who owned them, and how they could afford to live the lives they did.
Growing up, his father always stressed to him the importance of doing the right thing, no matter what, even when no one was looking. He said that’s what integrity was, and it was the most important thing in the world. After high school, Charlie’s parents couldn’t afford to send him to university, and the twin towers had just been hit, so he applied for and joined the US Army out of a naive sense of duty. He did a tour of duty in Iraq. Come to find out, Charlie was pretty sharp, and so they set him to task doing intelligence work for the special operations community.
In his role he learned to take careful notes, to be diligent, to be discerning, how to build sophisticated cases against high profile targets, and most importantly how to file paperwork.
Also in his role, the cynicism that began in his youth began to mature. While in Iraq he saw a tremendous glut of waste. He saw billions of dollars wasted in the pursuit of employing contractors to do jobs that didn't need to be done. He saw nonsense intelligence reports and no evidence of the weapons of mass destruction that the country's leadership had sold the world on. He did not renew his enlistment.
After the military, Charlie moved to Liberty City. Exasperated with the structures that have been put in front of him that were nothing like they seemed, he decided that a career in Law was the best way to right the perceived wrongs he saw all around him.
After a conversation with then-Attorney General Ni Bejeebies, Charlie took his advice and joined the SAHP while he studied for the BAR exam. While on the force he learned that running and gunning was not the career for him, and quickly focused his attention on study, although the experience was valuable. After passing the BAR, Charlie went on retainer with the SAHP to work as their District Attorney and has been working hard for them ever since.
Outcomes:
1) Charlie has his duty laptop with him at all times so that he can continue to work on cases both in and out of the city.
2) Charlie’s experience with special operations intelligence and as an attorney has given him the good sense to carry a 24/7 body cam on his lapel
3) Charlie’s experience in intelligence allows him to recognize faces and voices and participate in interrogations.
4) Growing up in rural West VA, Charlie has years of experience driving off-road in all conditions using all different types of vehicles.
5) Charlie is incorruptible, he will not participate in the committing of a crime that carries an arrestable offense, will not accept or participate in interrogations that involve torture, and he will never accept a bribe.
