I can't help the rules aren't clear. But they're there:
Green Zone It is a place where all criminal activities are forbidden.
1.1 Green Zone killings are prohibited
2.2 Initial and public works: Truckers, Electricians, Sawmill, Farm 1-2, Bus workers, Taxi companies, Oil rig.
Being inside a truck, taxi, etc is like being in a green zone.
You're not supposed to bother workers doing their job, with the exception of collector transport. Of course this does not give them absolute immunity but what happened here is not ok.
