Approved Ramming cars until they smoke in greenzone

I was AFK for an hour in front of the government building and came back to him ramming the cars over and over again with a rental car. He had boxed in my car and kept ramming it when me and another guy told him to stop. Eventually, I started recording so I would have proof of it and he kept doing it. At one point a car even started burning. Is this allowed? When I told him that I was reporting it on the forum he got scared and started repairing the cars. Cmon man...
