Let me explain something to you. You gave them 5 seconds to leave, correct? However, once the hostage is safe, they don't need to abide by your 5-second ultimatum. They can simply shoot at you. Once the hostage is safe, there is no longer anything to fear for.

However, in the case of a store robbery where a police officer has been taken hostage, it may not be realistic to expect the robbers to issue demands before shooting. For example, if one of your gang members shoots at us, we may start shooting at everyone in the area. If someone asks us why we are doing this, we may simply state that they are in a place of suspicion.

Once the hostage is safe they can start shooting,
same goes for gangs also they can start shooting once hostage has been given to leos
Also they can deny your request to get back unless it's a demand then you would have to exchange the hostage for that.​
