Hello, As i said before Look at second 0:40 he came to aim at him and give him the demands but he start shooting (all of this is shown in the Proof given above) So there will be no demands as he start shooting them first

If he Broke a Rule and started a RDM situation, that does not give any one the rights to Break the rule and do the same as he did that why he also got punished for it, The Rule is you need to engage in RP and give demands before Shooting in the city.​
