After reviewing this report I have decided to Deny it.
We all know that sometimes the textures dont load well specialy around areas with alot of cars or players and since he didnt return back to hit you with a car multiple times I dont see a reason to punish the player for VDM. If he returned back and kept hitting you with the car then I would consider this as VDM.
