Pulling up to a call, we were going to rob ID 44287 who refused to drop his ammo and guns. This lead to calling an admin but also a stalling that lead to another shootout. I don't know if he was downed again by an ally or not. He may have also combat logged after, but wasn't able to get a screenshot of the ? with the id.
