He is using a ENB type mod to change the weather of server time to always sunny and clear, at this time usually in the ghetto server time it is dark and vision is more obscured for most players but not this guy, I was wondering how he could always find me even from the most secluded places.

I have a copy if he deletes the video.

Changing roads and weather is not prohibited on the server. And I don't use any effect blocker, just roads and weather style are different.
