Here is the thing, he can shoot you like that outside city, and its in DOC therefore he should not be punished. But if it was inside City and he shoot you before he said anything then yes he should be punished for RDM. BTW ID 208 IN A RP SITUATION MAKE SURE TO SAY SOMETHING BEFORE SHOOTING IT CAN RESULTING IN RDM.
