Them getting out weapons dose not mean, that you have the right to shoot!

They know that you will shoot already due to the logical sence that they have, they were leaving you they dident open fire you do not have the right to open fire on anyone of them untill they decide to start shooting.

In your Pov there is not visible gangs or Started shooting first when you coming backs leos also aiming are ready for fight
Ask other person who has clear pov gangs started shooting after you compiled in the hostage situation
and file a new complaint​
