Rejected police officer fines me without even seeing me

i was in a police chase and managed to get away from them, then i went to rob another ATM as u can see in the video then out of nowhere i get fined 4times without being caught or being seen by a police officer and im wearing a mask as u can see in the video, the first 6 minutes of the video is me being chased by the cops or FIB idk, then at 8:30 u can see i receive 4 10000$ fines one after another idk if thats allowed or not please help me 40000$ is a lot of money please help.

you ran from police the know what your car licence plate is they can run the plates and make you a wanted criminal they can also issue fines for running from the police this is true to how it would work IRL they would send the fine to your home​
