Rejected unfair warning

I shot the guy in the active chase because he didn't stop when I warned he and i have the right to. it doesn't matter where .I did not shoot because the person was inside the hq .I was stealing someone's car, when it doesn't stop, I have the right to hit.( 7 days warning, 3 hours penalty ) I want my sentence removed.I'm complaining about the person
