Upon reviewing the evidence, I have decided to Deny this report.
Refueling during a chase is not a rulebreak. In a real situation if someone was being chased in a stolen car and that person was running out of gas they wouldn't allow the vehicle to run out of gas. This person also did not use the gas station for safe harbor as a way to powergame.
