As you can see the HQ boundaries and the place where was killed, it is confirmed that he was in Families HQ, yes he was not in his HQ but he was in your HQ boundary

Upon reviewing the evidence, I have decided to Accept this report.

• ID 88234 will receive a punishment for violation of Ghetto Rule 1.5/1.10
• 1.5 If you are standing on your HQ it is forbidden to start shooting from your own territory. | WARN
• 1.10 Gang members on their HQ can kill everybody in case if you do not agree with their demands.
• You were in your HQ boundaries and you shot and killed him. You did not give any demands before killing. There was no interaction,
