Firstly I ignored him as he was wearing dark clothes so I thought it was another officer dealing with the downed civilian and I went ahead to check on my soldier, but then I heard the gunshot and turned to him, that's when I realised it was a stranger, not my fellow officer who had finished off the downed civilian(Mercy Killing).
I went to create RP with him to get him out and then I would have detained him but he started running and then combat logged.
