He killed me (GZ 1.1) and stole my car (GZ 1.2) in a parking space which is a Green Zone. The car costs 5M so that is a 500k fine for me for taking out of the impound lot and easy 250k for the guy for stealing the car by breaking the rules. Here's the screenshot of the car impounded as proof...
