player [229210] killed me inside Black market, with no demand or eny reason

I was standing near a solar panel (outside the red zone) when player [173822] killed me without any threat or apparent reason.

We were robbing an ATM, and a police car came and pointed at us for a while and it didn't move. It's natural that I would shoot at it. Am I supposed to wait for it to take up a position over us and kill us?
