I dont have any issue about fps and using ethernet connection, idk why this is happening but it cames from hallowen update

When I enter the game, sometimes vehicles and players do not appear, sometimes they do, but npc's do not appear and I cannot use the phone at any time (the phone window does not open even though I press K). I verified all files but still same Update: Also i cant open M menu too after 2 min...
