There is 1 huge problem, you searched player while he was wearing mask so you don't know for sure that he is sbeecha volkov, you are METAGAMING and playing BAD COP by giving someone random a fine and wanted without knowing he is suspect or not. Next time identify suspect.

The officer does not need to remove the 10-15's mask to identify him, he can just search his backpack and pockets for his passport through which he can identify the 10-15 and about giving fines, the officer can give him fines if he has valid proofs(bodycam footage) of the suspect committing crime.

How do you know that person has passport is the owner of passport? literally and logically you can steal passport and use it as yours, you see face on passport and if it matches holder than it is them, but when you can't see face how you identify person??? that's METAGAMING when you think that there is no system like that on server to steal passport and there comes BAD COP when giving fine or wanted to random person that you don't know ICly and haven't identified them. Secondly Leo's identify 10-15's by searching their SSN no. which is given on their passport through which we get to know their name, if he had a fake passport (even if there is no such thing) it won't contain his SSN. Also there is no such ic law or server rule which says to remove mask before identifying the suspect.
And lastly as I said before the officer can give fines if he has identified the suspect even if the 10-15 manages to evade the arrest but however the person who has got the fines can take ic actions on the officer.

Removing the mask is mandatory to identify the person, even when the ID has been taken. That's why they fixed the function to remove the mask from the 10-15 before issuing any fines/stars. Therefore, he himself broke the rule of Metagaming, Mixing, and also GR6.4 (Corruption without Bio).

How do you know that SSN is theirs, without confirming his identity by face on passport and his face (ICly), and apparently you have no idea what METAgaming or META info is, you know there is no system to steal someone's passport so you use it in IC, that's meta info
