the pov is not that long admin, i saw longer povs and no one asked for rule breaks, IDs and time also Negan was there you can ask him, he saw that and more rule breaks but didnt punish. anyway here are some of the rule breaks:
90400 0:29 Fail RP
91519 1:31 & 1:41 (UB) & fail rp
94805 4:02 - fail rp
87129 - 3:31 & 3:36 fail r & (UB)
99780: 1:45 Fail rp & UB

.ID 91371 will be punished for Event Rule 1.17
However
.ID 89718 will be punished for Mixing in RP (Verbal & you don't know rules)
.ID 94810 will be punished for Mixing in RP (Saying Verbal)
(Regarding other IDs you mention can't see any rule break done by them)
