ID 104376 will receive a punishment for Gen Rule 6.15
(When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. )
As Per ID 103598 It is not clear in your POV whether he participated in the shooting or not.
However,
ID 130786 will also receive a punishment for VDM
(Using a vehicle to crash into People is not allowed)
ID 152047 will also receive a punishment for CR
