First of all, they need to give everyone a PROPER chance to leave, not just start opening fire while were still getting into cars. Plus, they knew damn well 5 seconds wasn't enough to make our way through the parking garage, on top of having people stationed at the lower levels.

1.12 If a person complies with given demands its not allowed to kill them | Jail 120 min

Last I checked, everyone had been complying and leaving... you can see at 2:28 in the timestamp when they release the hostage and we run down together towards the cars.

As per our previous offer, we instructed you to sit inside the vehicles within the given timeframe. You were provided a 5-second window to comply. When this period elapsed, we initiated fire.

There was no violation of GR 1.12 in this process.
