They entered the National Guard (NG) base without permission, which directly violates state rule 1.8, stating that all actions must follow laws established by the government. 15.5.2. The Federal Investigation Bureau (FIB) is a law enforcement agency with federal jurisdiction, has the role of an internal intelligence agency and is a federal criminal investigative body. FIB has the right to carry out their activities throughout the State of San-Andreas and is headed by the Director.

16.3.1 FIB and USSS are equivalent federal top-level law enforcement agencies, acting on the whole territory of the State of San-Andreas and sharing their spheres of authority in accordance with the involvement of the persons mentioned in 2.3 of the Engagement Code in the process of investigation.

So here FIB has the right to investigate any and all corruption and pursue charges against any state employee. Clearly based on the pov provided since this pov is cut and not showing the entire situation we can easily assume that they were possibly investigating a case of disrespect over the Department radio which could also be classified as 4.7.1 Conduct Unbecoming under ARTICLE 4: MALFEASANCE. This gives FIB the absolute right to enforce their jurisdictional rights to investigate any potential crime regardless of where the crime took place.

The following law within the Legislation is contradictory to the above law which is not the fault of FIB. They had a reasoning to be there and therefore there is no violation of State Rule 1.8 as you did not include the entire pov of the situation to begin with.

The following is the Law within Legislation that contradicts the laws given above and is not the fault of FIB since they don't make the laws that is the job of Government:

16.4.3 The access to Fort Zancudo is prohibited to all civilians and state employees, except: a) The Governor; b) The Deputy Governor; c) The Speaker of the House of Representatives d) The Minister of Homeland Security; e) The Minister of Justice (Attorney General); f) The law enforcement agency officers with a warrant from the US Attorney General for investigative and search activities on the military base territory; g) The law enforcement agency officers and the State officials who have received authorization to access the area and are accompanied by NG officials at all times.

Now at the end of all that, the most important thing here is, this is a complete IC issue why are we moving the IC situation to Forum?

Upon reviewing the evidence I have decided to Deny this report.

1. I can see an Issue between One of your soldier and FIB that has been happened something at department , they are speaking about that at 3:52 in provided evidence, Where it is shown a valid reason to enter to check what is the issue, and it was missing from provided evidence.

2. If any IC law was broken then you need to first approach the Government and should make a Case file, if government is not supporting you on the issue then you can come to Forums

Always first deal it IC ly with Government and DOJ, if it is not being done over there then you can come to Forums
