My POV of the situation shows that we spoke with the main negotiator ID 169710 and agreed that once they left the building, there was no guarantee others wouldn’t follow, as this is the Ghetto where gangsters seize hostage opportunities. Only 1-2 gangsters at most shot at the officers. It’s the thread owner's responsibility to provide a complete POV, yet he only posted selected parts to mislead/deceive admins. Additionally, only two IDs are involved here, not a mass rule break. Once admins arrived and called Code B, no hostages were taken and we allowed them to leave. As for your final point, the admins had left and without an admin tag visible, Code B officially ends. Code B only applies when an admin is present with their tag visible. You were trying to halt the RP after admins left which constitutes Fail RP.
