This is not RP Ticket Farming as they had an IC Reason to Place you in Cuffs, They did not however process you that's an IC Issue but they had Complete IC Reason to cuff and arrest you. For the part where they cuff you multiple times it could be a misclick as it wasn't more than 2-3 times and could be dealt ICly.
