As can be seen in the POV in thread provided, it can be clearly seen that when ID 176324 was injecting truth serum, ID 149155 was assisting ID 176324 in doing corruption, hence was encouraging/promoting corruption instead of stopping it, therefore he also clearly violated the GR 6.4, yet he was not punished for GR 6.4.
