i just go there to do king of mountain and then i see this guy entr

i just go there and i saw a guy already inside the circle and breaking rule ER 1.3 and ER 1.22 and after all that he just start teasing like he didn take fight just go out side the circle then comming back to the circle so the timer get restart and at the same time i am not sure because circle was not clear to me like he is in hali and its not showing to me like he is inside the circle or out side
