Gang hq is considered a green zone if you havent looked at rules you cant kill anyone in a gang hq unless u are part of that gang, and even if you are in the gang before killing a person you need to give them demands to leave the area before hand. Since he's not part of the gang and no one gave him demands to leave its technically a greenzone and all this information makes it a greenzone. Why else do you think people get warnings for killing people in a gang hq without demands or without being in the gang?
