Life Story:
Harvey Fedorov was born in Los santos ghetto, the world's most dangerous area. Somehow Harvey survived, but unfortunately his parents and whole family passed away.
UN peacekeeping forces found him under the debris of a building and took him to America for a better life. As an orphan,

Harvey tried to start his career as an gang member but he failed to do that because he always remember the past things happen to him he started to study hard to become a officer
and because of his knowledge he joined FIB and got a good rank over there and also got some good friends over there and he worked hard over with them
there and gained a good rank Chief of staff and then he Joined NG and directly got a very honorable rank Lt.colonel of the Army However,
Harvey always saw Corruption in his past and he know what's the power of money in this city so he decided to become a Corrupted officer and he will do it with no mercy.

2.can carry, use, sell and buy illegal items from other people or black market (except organization weapons and items) (Of course while being off-duty)
